Cigarette filter tow is made from cellulose acetate (one of the biggest money-makers for Eastman Chemical Company in Kingsport), which has been estimated to take as long as five years to degrade in the environment. In addition to being unsightly litter, this form of trash poses a threat to birds and other forms of wildlife once it makes it way into Knoxville's waterways.
