Traffic Calming on Course for Old North Knoxville

September 2, 2003

As mentioned in Old North Knoxville's (ONK) July/August newsletter, the second meeting with the East Tennessee Community Design Center (ETCDC) took place July 24.  Our latest concern was how ONK would poll everyone in the neighborhood to find out whether they were for or against the traffic calming plan that had been proposed at this July meeting.  Annalee Bohon, who has led the neighborhood effort to look at traffic calming measures, learned at her last meeting with David Watson (Director, ETCDC) and Curtis Catron (volunteer architect with ETCDC) that the ETCDC will assist ONK in putting together a balloting process to be sent out to the affected areas of our neighborhood. It is, David explained, not necessary to get information back from the entire neighborhood - only the affected areas - nor from the arterial streets surrounding us. The ballot will be fairly large - 11x17 or so with a map of the relevant traffic-calming sites, and the ETCDC will keep a spreadsheet over a to-be-determined amount of time (David suggested 6-8 weeks). After this, door-to-door polling may be potentially conducted of households that have not responded, if 51% of the ballots have not been returned.  A deadline for the door-to-door polling will be established.  In order to determine whether the affected households approve, 2/3 or greater of the ballots must be in favor of the traffic calming measures.
